State voting systems under scrutiny

Texas just completed a stress test of its beleaguered statewide voter registration database, hoping to answer critics of the system and to simulate the pressures it might face in the November election, and in the big one: November 2008.Texas is not alone. At least 11 states missed a federal deadline for establishing centralized voter registration databases, and the problems they face could make or break voter confidence in the presidential election, observers say.A 2005 report from the Pew Center on the States, a nonpartisan government policy think tank that runs the Web site Electiononline.org, said clean voter lists can prevent a repeat of the morass of Florida 2000 and 2004, as well as troubles in a number of other states and localities where bad lists have led to frustrated citizens, disputed results and doubts about the integrity of the election system as a whole.The California Institute of Technologys voting technology project estimated that of the 4 million to 6 million lost votes in the 2000 presidential election, between 1.5 million and 3 million were due to registration mix-ups.Dan Tokaji, an Ohio State University law professor and expert on the Help America Vote Act, said voter registration is high on his list of worries for 2008.Worry 2008In addition to states with questionable voter databases, Tokaji also expects problems with motor voter the portion of the Help America Vote Act that directs drivers license authorities to share information with the voter databases.

NEW YORK (AP) - Wall Street wobbled Wednesday after the Federal Reserve added a modest amount of cash to the banking system but failed to quash investors' jitters about problems in lending.

The market traded nervously, jerking the Dow Jones industrial average above and below the 13,000 mark throughout the day, as investors wrestled with some troubling reports about Countrywide Financial Corp. and KKR Financial Holdings LLC, as well as volatile energy prices.

The Fed said it would accept a "repo" of $7 billion, in which it buys that amount in securities from dealers, who then deposit the money into commercial banks. Central banks worldwide have supplied billions of funds to banks over the past week to make cash available for lending and keep interest rates stable amid signs that credit was drying up.


Berkeley publisher reclaims software rights

The Berkeley Electronic Press, a publisher of peer-reviewed electronic journals and library software, said Friday it has reacquired the rights to its Digital Commons software from ProQuest LLC.

The Berkeley company, once short on in-house sales and marketing might, licensed Digital Commons to Ann Arbor, Mich.-based ProQuest about three years ago. In June, it let the ProQuest contract lapse and bought rights to the Digital Commons name and existing customers for an undisclosed sum.

quarter ending June 30, 2007, including production and sales for the
Gibraltar Mine located near the City of Williams Lake in south-central
British Columbia. All dollar amounts are stated in Canadian currency

Tasekos cash flow from operations was $14.6 million and earnings were
$12.4 million or $0.10 per share ($0.09 per share fully diluted) for the

Namibia: Bushes for Power Generation

A project to combat bush encroachment by using the vegetation for electricity generation has secured funding from the National Planning Commission's Rural Poverty Reduction Programme (RPRP).

The aim of the project, Combatting Bush Encroachment for Namibia's Development (C-Bend) is to assess the actual economics of generating electricity from invader bush and develop the best management practices for rural bush to energy.
